Since 2017 Uzbekistan has made it dramatically easier to start a company. Starting one was never the hard part. Between 2016 and 2022 the number of businesses registered in Uzbekistan nearly tripled, from under 33,000 to about 93,000, on the back of an ambitious liberalisation program.2 That is a genuine achievement. But registration is the easy milestone. The harder question — the one my research kept returning to — is what happens to a promising firm the moment it tries to grow from ten people to a hundred, and finds that the markets, courts, data and talent pipelines a Western startup takes for granted are not fully there yet.
What an “institutional void” actually is
The concept comes from Tarun Khanna and Krishna Palepu, who observed that in emerging markets the “soft infrastructure” connecting buyers and sellers — reliable market information, contract enforcement, specialised intermediaries, deep capital markets — is often missing or unreliable.1 They called these gaps institutional voids. A void is not the absence of opportunity; it is the absence of the plumbing that lets opportunity scale. Where that plumbing is thin, every transaction costs more — in time, trust, and risk — and those costs fall hardest on the ambitious firm trying to expand.
The numbers behind the gap
Uzbekistan’s macro story since 2017 is real: roughly 6% average annual GDP growth and a trade-to-GDP ratio that has more than doubled.2 Yet the same World Bank analysis is blunt about the catch: growth has come mostly from capital accumulation rather than productivity, and the private sector remains underdeveloped, with state-owned enterprises still dominant in many markets.2 In other words, it has become easy to start and still hard to scale — precisely the signature of an institutional void.
Reform opened the door to starting a business. It has not yet built the corridor a business walks down as it grows.
What 310 founders told me
For my MSc thesis at the University of Florence I surveyed 310 Uzbek founders and built a three-stage framework for where scaling breaks.3 The pattern was consistent. Early survival was rarely the binding constraint; founders were resourceful. The wall appeared at the transition from a founder-run team to a managed organisation — the moment a firm needs external finance it cannot get on reasonable terms, mid-level managers the labour market has not yet produced, and contracts it cannot cheaply enforce. Each of those is a void, not a failure of the founder.
Building in the gap
The useful finding is that voids are not only obstacles; they are also where durable companies are built. Johanna Mair and Ignasi Martí, studying entrepreneurs in Bangladesh, showed that the most resilient ventures don’t wait for institutions to arrive — they build the missing market infrastructure themselves and capture value by doing so.4 The same logic applies here. The firms most likely to scale in Uzbekistan are the ones treating a void — thin logistics, no credit history, absent standards — not as a reason to wait, but as the product. For a builder, that reframing is the whole opportunity: the gap is the business.
The reform decade made Uzbekistan a country where starting up is normal. The next decade will be decided by whoever learns to scale through the voids the reforms have not yet filled.

Более трудный вопрос, к которому постоянно возвращалось моё исследование, — что происходит с перспективной фирмой в момент, когда она пытается вырасти с десяти человек до ста и обнаруживает, что рынки, суды, данные и каналы поиска талантов, которые западный стартап считает само собой разумеющимися, здесь ещё не вполне сложились.
Что такое «институциональная пустота»
Понятие принадлежит Таруну Кханне и Кришне Палепу, которые заметили, что на развивающихся рынках «мягкая инфраструктура», связывающая покупателей и продавцов, — надёжная рыночная информация, исполнение контрактов, специализированные посредники, глубокие рынки капитала — часто отсутствует или ненадёжна.1 Эти разрывы они назвали институциональными пустотами. Пустота — это не отсутствие возможности; это отсутствие «трубопровода», позволяющего возможности масштабироваться. Там, где этот трубопровод тонок, каждая сделка стоит дороже — во времени, доверии и риске, — и эти издержки тяжелее всего ложатся на амбициозную фирму, которая пытается расти.
Цифры за этим разрывом
Макроистория Узбекистана с 2017 года реальна: около 6% среднегодового роста ВВП и более чем удвоившееся отношение торговли к ВВП.2 Но тот же анализ Всемирного банка прямо говорит о подвохе: рост шёл в основном за счёт накопления капитала, а не производительности, и частный сектор остаётся недоразвитым, тогда как госпредприятия по-прежнему доминируют на многих рынках.2 Иначе говоря, стало легко начать и по-прежнему трудно масштабироваться — ровно признак институциональной пустоты.
Реформа открыла дверь к запуску бизнеса. Но она ещё не построила коридор, по которому бизнес идёт, когда растёт.
Что рассказали 310 основателей
Для магистерской диссертации в Университете Флоренции я опросил 310 узбекских основателей и построил трёхэтапную модель того, где ломается масштабирование.3 Закономерность оказалась устойчивой. Раннее выживание редко было связывающим ограничением — основатели были находчивы. Стена возникала на переходе от команды, управляемой основателем, к управляемой организации — в момент, когда фирме нужны внешнее финансирование, которое она не может получить на разумных условиях, менеджеры среднего звена, которых рынок труда ещё не воспроизвёл, и контракты, которые она не может дёшево обеспечить исполнением. Каждое из этого — пустота, а не провал основателя.
Строить в разрыве
Полезный вывод в том, что пустоты — не только препятствия; это ещё и место, где строятся устойчивые компании. Йоханна Майр и Игнаси Марти, изучая предпринимателей в Бангладеш, показали, что самые устойчивые предприятия не ждут прихода институтов — они сами строят недостающую рыночную инфраструктуру и на этом создают ценность.4 Здесь работает та же логика. Фирмы, у которых больше всего шансов масштабироваться в Узбекистане, — те, кто относится к пустоте (тонкая логистика, отсутствие кредитной истории, отсутствие стандартов) не как к поводу ждать, а как к продукту. Для строителя эта перемена ракурса и есть вся возможность: разрыв — это и есть бизнес.
Десятилетие реформ сделало Узбекистан страной, где запускать бизнес — норма. Следующее десятилетие решит тот, кто научится масштабироваться сквозь пустоты, которые реформы пока не заполнили.

«Institutsional bo‘shliq» aslida nima
Bu tushuncha Tarun Xanna va Krishna Palepuga tegishli. Ular rivojlanayotgan bozorlarda xaridor va sotuvchini bog‘laydigan «yumshoq infratuzilma» — ishonchli bozor ma’lumoti, shartnomalar ijrosi, ixtisoslashgan vositachilar, chuqur kapital bozorlari — ko‘pincha yo‘q yoki ishonchsiz ekanini kuzatdi.1 Bu bo‘shliqlarni ular institutsional bo‘shliqlar deb atadi. Bo‘shliq — imkoniyatning yo‘qligi emas; bu imkoniyatni masshtablashga imkon beradigan «quvur»ning yo‘qligi. Bu quvur ingichka bo‘lgan joyda har bir bitim qimmatroq turadi — vaqt, ishonch va tavakkalchilikda — va bu xarajatlar eng og‘ir tarzda o‘smoqchi bo‘lgan ambitsiyali firmaga tushadi.
Bu tafovut ortidagi raqamlar
O‘zbekistonning 2017-yildan beri makroiqtisodiy hikoyasi haqiqiy: yiliga o‘rtacha taxminan 6% YaIM o‘sishi va ikki baravardan ko‘proq oshgan savdo-YaIM nisbati.2 Ammo o‘sha Jahon banki tahlili tuzoq haqida ochiq gapiradi: o‘sish asosan mahsuldorlik emas, kapital jamg‘arilishi hisobiga bo‘ldi, xususiy sektor esa rivojlanmagan bo‘lib qolmoqda, davlat korxonalari ko‘p bozorlarda hamon hukmron.2 Boshqacha aytganda, boshlash oson bo‘ldi, masshtablash esa hamon qiyin — bu aynan institutsional bo‘shliqning belgisi.

310 asoschi menga nima dedi
Florensiya universitetidagi magistrlik dissertatsiyam uchun men 310 o‘zbek asoschisini so‘rovdan o‘tkazib, masshtablash qayerda buzilishi bo‘yicha uch bosqichli model qurdim.3 Naqsh barqaror bo‘lib chiqdi. Dastlabki omon qolish kamdan-kam hollarda bog‘lovchi cheklov edi — asoschilar tadbirkor edi. Devor asoschi boshqaradigan jamoadan boshqariladigan tashkilotga o‘tishda paydo bo‘ldi — firmaga oqilona shartlarda ololmaydigan tashqi moliya, mehnat bozori hali yetishtirmagan o‘rta bo‘g‘in menejerlari va arzon ijro ettira olmaydigan shartnomalar kerak bo‘lgan paytda. Bularning har biri — bo‘shliq, asoschining muvaffaqiyatsizligi emas.
Bo‘shliqda qurish
Foydali xulosa shundaki, bo‘shliqlar faqat to‘siq emas; ular barqaror kompaniyalar quriladigan joy hamdir. Yohanna Mair va Ignasi Marti Bangladeshdagi tadbirkorlarni o‘rganib, eng chidamli korxonalar institutlar kelishini kutmasligini — yetishmayotgan bozor infratuzilmasini o‘zlari qurib, shu orqali qiymat yaratishini ko‘rsatdi.4 Bu yerda ham xuddi shu mantiq ishlaydi. O‘zbekistonda masshtablashga eng ko‘p imkoniyati bor firmalar — bo‘shliqni (ingichka logistika, kredit tarixining yo‘qligi, standartlarning yo‘qligi) kutish uchun bahona emas, mahsulot deb qaraydiganlar.
